Why can't I buy new books in iBooks? Where can I buy them? I would have thought that was where we could get them!?

Yes that is correct you cannot buy book in iBooks as yet. Unless you have a US Itunes account I think.
You will note they are all free – these are all the books that are in the public domain.
The reason that Pay to download books are not available as yet is because suitable deals have not been sorted out yet with the book retailers.
I dont know why its taking so long.

There is other iBook type sites, try amazon.com and search for free downloads or buy books. You will have to down load their Kindle app.

Use the Whitcoulls app, you can purchase, despite Redbrands going into receivership they are attempting to trading out, so download their app and go from there.

So 2 months on from this last discussion, I can see books for sale but they are all really old ones. Nothing new at all. Does anyone know if the intention is to have new books available at any stage for NZ?

I am not sure when we are getting books, i use my US account to get them occasionally.
One warning though about using overseas websites. I used booksonboard.com to buy about $200 worth of books from various authors, I hadnt got around to downloading them on the pc, I logged in to grab them after having to do a reset of my phone with no current backup and found my access to the books I had purchased was gone.
It would appear that new agreements can terminate old ones. So when new agreements got setup for the books I purchased I was locked out of them due to territory restrictions, so if you do buy online get a backup!

I have spent several hundred dollars at booksonboard. I have a fake US address in my account details (to be able to purchase them in the first place…) and I have no problems re-downloading anything from my purchase history.
Predominantly my purchases have been ePub and they download into Adobe Digital Editions on the PC first before I then move them off to Calibre2 or my iPad2 where I read them…
There's also a *cough* intermediate step where I remove all DRM from them before they get to Calibre2 or the iPad… But hey – at least I paid for them in the first place and I haven't been giving them away to anyone – I only remove the DRM for my own purposes mainly to make them work under Stanza via the drag and drop method in iTunes . Stanza is my preferred iPad reader as iBooks lacks all but the basic functionality in my opinion!
I am not sure what you refer to when you talk about "new agreements" or in fact "agreements" in general as any books I have previously purchased are tied to my account at booksonboard and not any device. So as long as I can get at my account at booksonboard I have access to all my purchase history to re-download any time I need to…
