I'm with telecom and while I get the option on my iPhone I don't get it on my iPad.

2Degress replay today and works.
To set up personal hot spot on Ipad 3 please follow these steps on your ipad3 device;
Select ‘Settings’ from the Homepage.
Now select ‘Cellular Data’
Now in the APN settings please scroll to the bottom to where you see “Internet teetering” please type in the setting for this as “Internet”
Save go back to previous screen.
Restart the Ipad
When device is turned back on go into settings – Personal Hot Spot will appear.

I've just noticed that Personal Hotspot is available on my iPad 3 following my update to iOS 6. My SIM is Vodafone NZ. In the Vodafone Forums I see a staff member saying it's always worked on iPads. I'm certain that's not true because I researched it carefully when I got my iPad 3. In iOS 6 the Personal Hotspot settings are much more prominent (you'll see it as soon as you open Settings). It's therefore possible Vodafone made it available some time after the iPad 3 went on sale. If that's the case, I wish they'd told me. Anyway, it's nice to finally have it.

Hot Spot was on the new iPad (3) from the start. You just had to correctly turn it on and 2 Degrees helped me with this.
