Installed carrier bundle last year without any problems; have updated phone to 3.1.3 – do I need to download and install the carrier bundle again (whole process) to enable tethering. Thought I had done that but tethering option doesn't appear on phone.
Another query – seem able to send MMS with APN wap.telecom.co.nz though see the website recommends internet.telecom.co.nz. Should I change the setting?

It's not exactly a mammoth task to get the new version of the carrier bundle.
Download the .zip
Extract
Connect iPhone to computer
Open iTunes if it isn't already
On the main iPhone page, hold down Option (on Mac, different for PC, check the docs) and click Update. Navigate to where the .zip extracted the files and select the .ipcc file from inside the folder [in a folder called something like carrier bundle].
Let it update and you're done. No reboot required.

Yes you need to re-install the bundle as it has been updated.
As for the APN, people have differing results. For some people wap.telecom.co.nz works and for others internet.telecom.co.nz use whichever works for you.
