Buy an iPhone from DSE (http://www.dse.co.nz/dse.shop/…../E8893 )and use the carrier bundle to use it on xt

I'm 99% sure they require you to sign onto a Vodafone NZ plan.
Best way is to buy it from the Vodafone online store (delivery very fast) or from the Apple online store (slower but a little cheaper).
I got mine from VFNZ online store outright (no plan/SIM) and changed it to XT with the carrier bundle.

ant (ant.geek.nz) had to sign a lot of Vodafone paperwork saying he was a customer to purhcase one there. They had to verify his existing phone number and such, he has now changed to XT.
The reason is to prevent people purchasing them in bulk for the purpose of shipping them overseas for sale elsewhere. Apple somewhat forced it on Vodafone.
