I have spoken with Vodaphone (and confirmed with their dedicated iPhone support team, which, incidentally can be reached on 0800 700 787), that the iPhone Personal Hotspot feature will not incur any additional usage fee above and beyond your existing plans' data package. In the case of the On Account SMART1-4 plans, this is 3Gb as far as I am aware.

I had wanted to check to make sure, as some international carriers (I'm looking at you, AT&T) were charging an EXTRA monthly fee for this built-in functionality, whether it was using Bluetooth tethering (pre-iOS 4.3) or Wi-Fi tethering (post-iOS 4.3).
